Add explicit Biome config; enable Biome in VS Code

Commit a biome.json matching the defaults the codebase already passes (tab indent, double quotes, recommended rules, organized imports) so lint behavior is explicit and tunable, and turn the Biome extension on in workspace settings so backend lint feedback is live in-editor instead of CI-only.
